Livability = 35% cost + 30% climate + 35% safety. Every input is a published open dataset, and where a hazard is modelled rather than measured this page says so.

Measured vs modelled

Three hazards are measured directly: earthquake exposure counts real USGS events of magnitude 4.5+ within 300 km since 1980, and extreme heat and extreme cold come from WorldClim warmest- and coldest-month normals. The other five — flood, storm, wildfire, drought and tsunami — are modelled from real geophysical inputs (Koppen climate zone, elevation, cyclone-basin position, subduction-coast proximity, local seismicity). Modelled tiers are planning indicators, not engineering flood or seismic assessments.
